With this increased funding, the Agency has advised us that they will supplement the number of call centre agents by hiring more than 2,000 new employees. The Union of Taxation Employees (UTE) welcomes this news and has advocated for many years now that additional resourcing was necessary in call centres.<\/p>\r\n<p>In the same breath, the Agency has also advised us that they will be outsourcing to a third party service provider to assist in answering general enquiries about emergency benefits, but they have reassured us that the employees of this third party will not have access to taxpayers\u2019 personal information. Notwithstanding these assurances, UTE is not confident that some taxpayers may not release personal information to the employees of the third party service provider.<\/p>\r\n<p>UTE first learned of these developments in a short phone call conversation with Headquarters\u2019 representatives of the CRA on December 21, 2020 and a meeting for January 8, 2021 was scheduled to further discuss this matter. During this meeting, we vigorously voiced our objections to the contracting out of this function and advocated a number of options including the hiring of additional staff equivalent to the resources needed by the third party to provide this service or utilize term employees who were on rehire lists from other branches. The employer agreed to consider these suggestions and to get back to us. Two meetings were set and ultimately postponed by the employer until, on Friday January 29, 2021, we were asked to attend an emergency meeting this morning.<\/p>\r\n<p>During this morning\u2019s meeting, we were advised that despite our objections, the Agency has nevertheless decided to outsource this function and that the Minister of National Revenue would be issuing a press release at 2:00 p.m. today to make this announcement. Again, UTE made it very clear that we did not support the outsourcing of this workload.<\/p>\r\n<p>The Agency insists that they have considered our suggestions, but that they have rejected them as they state that the call centres are unable to absorb the number of employees required to respond to the increased calls with respect to the emergency benefits. While the Agency has stated that it is unable to provide the precise number of employees that will be hired by the third party, as the external service provider will solely determine the number of employees it will require to meet the terms of the contract, the Agency anticipates that approximately 130 employees will be required to provide this service and we are convinced that the employer should be able to easily absorb such a small number of employees within the current call center organization.<\/p>\r\n<p>UTE strongly opposes any form of contracting out of our members\u2019 work and we remain convinced that taxpayers would best be served by employees of the CRA who report directly to the Agency. We also maintain that our members, who are employees of the CRA, have the necessary security and reliability requirements, as opposed to the lesser requirements that will be imposed on the third party service provider.<\/p>\r\n<p>We are currently considering our options to address this matter and will be discussing the issue with the PSAC, who is the bargaining agent. Gr\u00e2ce \u00e0 ce financement accru, l&#8217;Agence nous a inform\u00e9s qu&#8217;elle accro\u00eetra le nombre d&#8217;agents dans les centres d&#8217;appels en embauchant plus de 2 000 nouveaux employ\u00e9s. Le Syndicat des employ\u00e9-e-s de l&#8217;Imp\u00f4t (SEI) se r\u00e9jouit de cette nouvelle et fait valoir depuis de nombreuses ann\u00e9es que des ressources suppl\u00e9mentaires sont n\u00e9cessaires dans les centres d&#8217;appels.<\/p>\r\n<p>Dans la m\u00eame veine, l&#8217;Agence nous a \u00e9galement inform\u00e9s qu&#8217;elle confiera \u00e0 un tiers fournisseur de services la t\u00e2che d&#8217;aider \u00e0 r\u00e9pondre aux demandes de renseignements g\u00e9n\u00e9raux concernant les prestations d&#8217;urgence, mais elle nous a assur\u00e9s que les employ\u00e9s de ce tiers-parti n&#8217;auront pas acc\u00e8s aux informations personnelles des contribuables. Malgr\u00e9 ces garanties, le SEI n&#8217;est pas convaincu que certains contribuables ne communiqueront pas d&#8217;informations personnelles aux employ\u00e9s du tiers fournisseur de services.<\/p>\r\n<p>Le SEI a pris connaissance de ces d\u00e9veloppements lors d&#8217;une br\u00e8ve conversation t\u00e9l\u00e9phonique avec les repr\u00e9sentants de l&#8217;administration centrale de l&#8217;ARC le 21 d\u00e9cembre 2020 et une r\u00e9union a \u00e9t\u00e9 pr\u00e9vue pour le 8 janvier 2021 afin de discuter davantage de cette question. Au cours de cette r\u00e9union, nous avons vigoureusement exprim\u00e9 nos objections \u00e0 la sous-traitance de cette charge de travail et avons propos\u00e9 un certain nombre d&#8217;options, notamment l&#8217;embauche de personnel suppl\u00e9mentaire \u00e9quivalent aux ressources n\u00e9cessaires au tiers-parti pour fournir ce service ou l&#8217;utilisation d&#8217;employ\u00e9s \u00e0 dur\u00e9e d\u00e9termin\u00e9e figurant sur les listes de r\u00e9embauche d&#8217;autres directions g\u00e9n\u00e9rales. L&#8217;employeur a accept\u00e9 d&#8217;examiner ces suggestions et d&#8217;en rediscuter. Deux r\u00e9unions ont \u00e9t\u00e9 fix\u00e9es et finalement report\u00e9es par l&#8217;employeur jusqu&#8217;\u00e0 ce que, le vendredi 29 janvier 2021, on nous demande d&#8217;assister \u00e0 une r\u00e9union d&#8217;urgence ce matin.<\/p>\r\n<p>Au cours de la r\u00e9union de ce matin, nous avons \u00e9t\u00e9 inform\u00e9s qu&#8217;en d\u00e9pit de nos objections, l&#8217;Agence a tout de m\u00eame d\u00e9cid\u00e9 de confier cette charge de travail \u00e0 un tiers fournisseur de services et que la ministre du Revenu national publierait un communiqu\u00e9 de presse \u00e0 14 heures aujourd&#8217;hui pour en faire l&#8217;annonce. Une fois de plus, le SEI a fait savoir tr\u00e8s clairement que nous n&#8217;\u00e9tions pas favorables \u00e0 la sous-traitance de cette charge de travail.<\/p>\r\n<p>L&#8217;Agence insiste sur le fait qu&#8217;elle a pris en compte nos suggestions, mais qu&#8217;elle les a rejet\u00e9es car elle affirme que les centres d&#8217;appels ne sont pas en mesure d&#8217;absorber le nombre d&#8217;employ\u00e9s requis pour r\u00e9pondre \u00e0 l&#8217;augmentation des appels en ce qui concerne les prestations d&#8217;urgence. Bien que l&#8217;Agence ait d\u00e9clar\u00e9 qu&#8217;elle n&#8217;est pas en mesure de fournir le nombre pr\u00e9cis d&#8217;employ\u00e9s qui seront engag\u00e9s par le tiers-parti, car le fournisseur de service externe d\u00e9terminera lui-m\u00eame le nombre d&#8217;employ\u00e9s dont il aura besoin pour respecter les termes du contrat, l&#8217;Agence pr\u00e9voit qu&#8217;il faudra environ 130 employ\u00e9s pour fournir ce service et nous sommes convaincus que l&#8217;employeur devrait pouvoir absorber facilement un si petit nombre d&#8217;employ\u00e9s au sein de l&#8217;organisation actuelle des centres d&#8217;appels.<\/p>\r\n<p>Le SEI s&#8217;oppose fermement \u00e0 toute forme de sous-traitance du travail de nos membres et nous restons convaincus que les contribuables seraient mieux servis par les employ\u00e9s de l&#8217;ARC qui rel\u00e8vent directement de l&#8217;Agence. Nous soutenons \u00e9galement que nos membres, qui sont des employ\u00e9s de l&#8217;ARC, poss\u00e8dent les exigences requises en mati\u00e8re de s\u00e9curit\u00e9 et de fiabilit\u00e9, contrairement aux exigences moindres qui seront impos\u00e9es au tiers fournisseur de services.<\/p>\r\n<p>Nous examinons actuellement les options qui s&#8217;offrent \u00e0 nous concernant cet enjeu et nous en discuterons avec l&#8217;AFPC, qui est l&#8217;agent n\u00e9gociateur.
