La version fran\u00e7aise suit***<\/strong>\r\n<\/p>\r\n<p>\r\n    <strong><em> <\/em><\/strong>\r\n<\/p>\r\n<p>\r\n    As the UTE 2nd National Vice President responsible for bargaining, I am writing to all members to give you an update on our negotiations.\r\n<\/p>\r\n<p>\r\n    We are trying to keep you informed of our attempts to return to the table and we understand that everyone is frustrated with the length of time this round\r\n    of bargaining is taking. I am committing to you that I will post on the UTE website an update every two weeks. These updates may not contain any new\r\n    information but they will keep you up to date.\r\n<\/p>\r\n<p>\r\n    To date:\r\n<\/p>\r\n<ul>\r\n    <li>\r\n        On December 2, 2015 our National UTE President, Bob Campbell, provided an update on the state of negotiations with the CRA. Also in December, the\r\n        National President\u2019s message in the UTE Newsletter focused on bargaining.\r\n    <\/li>\r\n    <li>\r\n        Unfortunately, I am not able to bring you good news. Nothing has changed since that update. The Minister of National Revenue has still not responded to\r\n        Brother Campbell\u2019s letter requesting a meeting and asking that the CRA return to the negotiations table with a mandate to settle our contract.\r\n    <\/li>\r\n    <li>\r\n        We have no dates to return to the bargaining table. We have asked and our team is ready to go back and negotiate a fair and reasonable collective\r\n        agreement. We have been without an agreement since October 31, 2012 and I can assure you the bargaining team shares the frustration of the membership.\r\n        The CRA has no new mandate at this time and we continue to hope the new government will change this. Brother Campbell is still in the process of\r\n        securing a meeting with the new Treasury Board President, Scott Brison.\r\n    <\/li>\r\n    <li>\r\n        In order to put pressure on the CRA, we have launched a grievance campaign. We are asking all members to file a grievance in an attempt to get the CRA\r\n        back to the table to negotiate a fair and reasonable collective agreement. I encourage each of you to contact a Local Executive Officer to complete the\r\n        required paperwork. Also, please contact your Member of Parliament and ask for their help in putting pressure on the Treasury Board to allow CRA to\r\n        negotiate. Also, you can email the CRA Commissioner and request that they return to the table. All such actions will help to end this long round of\r\n        negotiations.\r\n    <\/li>\r\n    <li>\r\n        You may have seen over the past few weeks that the PSAC Treasury Board and the PIPSC teams have dates to go back to table in February. These are\r\n        separate bargaining teams. We are the PSAC &#8211; CRA bargaining team. The establishment of these dates confuses us since the new Government has not yet\r\n        determined its negotiations mandate. In order to get the correct information on our bargaining I would encourage members to speak to their local\r\n        representatives and refer to this web page periodically.\r\n    <\/li>\r\n<\/ul>\r\n<p>\r\n    We have heard from the membership that you want the teams to go back to the bargaining table and that is what your bargaining team wants as well. We all\r\n    have to work together to make this happen\r\n<\/p>\r\n<p>\r\n    We have stood together through this long process and together we can reach a fair contract for all of us. Aussi en d\u00e9cembre, le\r\n        message du pr\u00e9sident national dans le Communiqu\u00e9 du SEI mettait l\u2019accent sur la n\u00e9gociation.\r\n    <\/li>\r\n    <li>\r\n        Malheureusement, je n\u2019ai aucune bonne nouvelle \u00e0 vous annoncer. Rien n\u2019a chang\u00e9 depuis cette derni\u00e8re mise \u00e0 jour. La ministre du Revenu national n\u2019a\r\n        toujours pas r\u00e9pondu \u00e0 la lettre du confr\u00e8re Campbell, dans laquelle ce dernier demandait une rencontre et exprimait le souhait que l\u2019ARC revienne \u00e0 la\r\n        table de n\u00e9gociation avec le mandat de r\u00e9gler notre contrat.\r\n    <\/li>\r\n    <li>\r\n        Aucune date de retour \u00e0 la table de n\u00e9gociation ne nous a \u00e9t\u00e9 communiqu\u00e9e. Nous en avons fait la demande, et notre \u00e9quipe est pr\u00eate \u00e0 retourner \u00e0 la\r\n        table et \u00e0 n\u00e9gocier une convention collective juste et raisonnable. Nous sommes sans contrat de travail depuis le 31 octobre 2012, et je peux vous\r\n        assurer que l\u2019\u00e9quipe de n\u00e9gociation partage la frustration des membres. L\u2019ARC n\u2019a aucun nouveau mandat pour l\u2019instant, et nous continuons \u00e0 esp\u00e9rer que\r\n        le nouveau gouvernement lui en donnera un. Le confr\u00e8re Campbell essaie toujours d\u2019obtenir une rencontre avec le nouveau pr\u00e9sident du Conseil du Tr\u00e9sor,\r\n        Scott Brison.\r\n    <\/li>\r\n    <li>\r\n        Afin d\u2019exercer de la pression sur l\u2019ARC, nous avons lanc\u00e9 une campagne de griefs. Nous demandons \u00e0 tous les membres de d\u00e9poser un grief dans l\u2019espoir\r\n        que l\u2019ARC revienne \u00e0 la table et n\u00e9gocie une convention collective juste et raisonnable. J\u2019encourage chacune et chacun d\u2019entre vous \u00e0 communiquer avec\r\n        une dirigeante ou un dirigeant de votre section locale pour remplir les documents n\u00e9cessaires. Veuillez aussi communiquer avec votre d\u00e9put\u00e9 f\u00e9d\u00e9ral et\r\n        lui demander qu\u2019il exerce de la pression sur le Conseil du Tr\u00e9sor afin que ce dernier permette \u00e0 l\u2019ARC de n\u00e9gocier. Vous pouvez aussi envoyer un\r\n        courriel au commissaire de l\u2019ARC et lui demander que l\u2019ARC revienne \u00e0 la table. Toutes ces mesures nous aideront \u00e0 conclure cette longue ronde de\r\n        n\u00e9gociation.\r\n    <\/li>\r\n    <li>\r\n        Vous avez peut\u2011\u00eatre vu au cours des derni\u00e8res semaines que les \u00e9quipes de l\u2019AFPC, du Conseil du Tr\u00e9sor et de l\u2019IPFPC ont des dates pr\u00e9vues de retour \u00e0\r\n        la table en f\u00e9vrier. Il s\u2019agit d\u2019\u00e9quipes de n\u00e9gociation distinctes. Nous sommes l\u2019\u00e9quipe de n\u00e9gociation AFPC-ARC. Ces dates cr\u00e9ent de la confusion dans\r\n        notre esprit, car le nouveau gouvernement n\u2019a pas encore d\u00e9termin\u00e9 son mandat de n\u00e9gociation. Pour que vous obteniez de l\u2019information exacte sur nos\r\n        n\u00e9gociations, je vous encourage \u00e0 parler \u00e0 vos repr\u00e9sentants locaux et \u00e0 consulter la pr\u00e9sente page Web r\u00e9guli\u00e8rement.\r\n    <\/li>\r\n<\/ul>\r\n<p>\r\n    Nous avons entendu les membres, qui souhaitent que les \u00e9quipes retournent \u00e0 la table de n\u00e9gociation, et c\u2019est ce que votre \u00e9quipe de n\u00e9gociation souhaite\r\n    \u00e9galement. Nous devons travailler tous ensemble pour que cela arrive.
