The private information of our members and all public service workers should not be in the hands of anyone who does not need it,\u201d said PSAC National President, Robyn Benson.<\/p>\r\n\r\n<p>\u201cThe government must let public service employees know immediately about what personal information has been shared and how they can take steps to protect their identities.\u201d<\/p>\r\n\r\n<p>\u201cI am writing to the Privacy Commissioner immediately, as well as the Prime Minister and Minister Foote, to express our alarm.\u201d<\/p>\r\n\r\n<p><strong>Government already aware of privacy concerns <\/strong><\/p>\r\n\r\n<p>The government was aware as early as January 2016 that that there were grave privacy concerns with the Phoenix pay system. Despite this, the government consistently told employees that their privacy was fully protected. <\/p>\r\n\r\n<p><strong>PSAC shared privacy concerns <\/strong><\/p>\r\n\r\n<p>When we shared our concerns about privacy protection last May 2016, PSPC assured us that a Privacy Impact Assessment was completed and all privacy concerns had been addressed.  It now appears that some aspect of this process was deeply flawed.   <\/p>\r\n\r\n<p><strong>PSAC calling on the government for immediate action<\/strong><\/p>\r\n\r\n<ul><li>Information has be shared with all public service employees about what personal information has been shared and how they can take steps to protect their identity. <\/li>\r\n\t<li>A hotline must be created to address individual members concerns about privacy issues, staffed with knowledgeable agents.<\/li>\r\n\t<li>The government must commit to approving compensation for any employee who has incurred costs because of privacy violations.<\/li>\r\n<\/ul><p>\u201cPSPC has consistently refused to listen to the PSAC and other unions with regards to problems with the Phoenix pay system, even though our concerns have been proven valid time and time again. 80,000 employees are experiencing issues with their pay. Des personnes non concern\u00e9es ont eu acc\u00e8s aux renseignements personnels de nos membres et de l\u2019ensemble des fonctionnaires \u00bb, affirme la pr\u00e9sidente nationale de l\u2019Alliance de la Fonction publique du Canada, Robyn Benson.<\/p>\r\n\r\n<p>\u00ab Le gouvernement doit imm\u00e9diatement pr\u00e9ciser \u00e0 ses employ\u00e9s le type d\u2019information qui a \u00e9t\u00e9 divulgu\u00e9e et ce qu\u2019ils doivent faire pour prot\u00e9ger leur vie priv\u00e9e. \u00bb<\/p>\r\n\r\n<p>\u00ab Je me fais un devoir d\u2019\u00e9crire au Commissaire \u00e0 l\u2019information et \u00e0 la protection de la vie priv\u00e9e afin de lui exprimer nos pr\u00e9occupations. \u00bb<\/p>\r\n\r\n<p><strong>Le gouvernement \u00e9tait au courant<\/strong><\/p>\r\n\r\n<p>Le gouvernement savait depuis janvier dernier que le syst\u00e8me Ph\u00e9nix pr\u00e9sentait de s\u00e9rieux probl\u00e8mes de confidentialit\u00e9. Pourtant, il s\u2019est acharn\u00e9 \u00e0 affirmer le contraire \u00e0 ses employ\u00e9s.<\/p>\r\n\r\n<p><strong>L\u2019AFPC avait manifest\u00e9 son inqui\u00e9tude<\/strong><\/p>\r\n\r\n<p>En mai 2016, nous avons fait part de nos pr\u00e9occupations \u00e0 Services publics et Approvisionnement Canada. Le minist\u00e8re nous a alors assur\u00e9s qu\u2019il avait effectu\u00e9 l\u2019\u00e9valuation des facteurs relatifs \u00e0 la vie priv\u00e9e et qu\u2019aucun probl\u00e8me ne subsistait \u00e0 cet \u00e9gard.<\/p>\r\n\r\n<p> <\/p>\r\n\r\n<p><strong>Nous demandons au gouvernement d\u2019agir imm\u00e9diatement<\/strong><\/p>\r\n\r\n<ul><li>Le gouvernement doit pr\u00e9ciser \u00e0 ses employ\u00e9s le type d\u2019information qui a \u00e9t\u00e9 divulgu\u00e9e et ce qu\u2019ils doivent faire pour prot\u00e9ger leur vie priv\u00e9e. <\/li>\r\n\t<li>Il doit \u00e9galement mettre en place un service d\u2019urgence, dot\u00e9 d\u2019agents comp\u00e9tents, pour r\u00e9pondre aux pr\u00e9occupations des fonctionnaires. <\/li>\r\n\t<li>Si le Commissaire \u00e0 l\u2019information et \u00e0 la protection de la vie priv\u00e9e n\u2019obtient pas imm\u00e9diatement les ressources n\u00e9cessaires afin de s\u2019assurer que le probl\u00e8me est bel et bien r\u00e9gl\u00e9, il doit publier un rapport sur les changements qui s\u2019imposent en pr\u00e9cisant la date \u00e0 laquelle ils doivent \u00eatre effectu\u00e9s.<\/li>\r\n\t<li>Le gouvernement doit s\u2019engager \u00e0 verser une compensation \u00e0 chaque employ\u00e9 qui a subi les co\u00fbts de cette atteinte \u00e0 la vie priv\u00e9e.<\/li>\r\n<\/ul><p>\u00ab Le minist\u00e8re a syst\u00e9matiquement refus\u00e9 d\u2019\u00e9couter l\u2019AFPC et les autres syndicats. Pourtant, nos pr\u00e9visions se sont r\u00e9v\u00e9l\u00e9es exactes \u00e0 plus d\u2019une reprise. Ainsi, 80\u2009000 employ\u00e9s ne sont pas r\u00e9mun\u00e9r\u00e9s pour le travail qu\u2019ils effectuent.
