We are <a href=\"http:\/\/psacunion.ca\/phoenix-privacy-breach-unacceptable-must-be\">writing to the Privacy Commissioner<\/a>, as well as the Prime Minister and Minister Foote, to express our alarm.<\/p>\r\n\r\n<p>Many of our demands have already been met. Here are examples of what we have done and continue to do on your behalf.<\/p>\r\n\r\n<h1><strong>1.<\/strong><strong> Pushing for compensation<\/strong><\/h1>\r\n\r\n<p>Phoenix pay problems have resulted in penalties, interest charges and exceptional fees for many of our members. We are currently pushing the government to provide fair compensation for public service workers and to take into account the serious circumstances our members find themselves in as a result of not receiving a pay cheque in months.<\/p>\r\n\r\n<p>The government did not offer compensation for workers until PSAC made this demand.<\/p>\r\n\r\n<h1><strong>2. Taking the government to court <\/strong><\/h1>\r\n\r\n<p>On June 28, we <strong><a href=\"http:\/\/psacunion.ca\/unions-file-court-application-force-federal\">filed a court application<\/a><\/strong> in collaboration with other unions to force the federal government to meet its legal duty to provide timely and accurate pay for public service employees. We have requested a court hearing without delay.<\/p>\r\n\r\n<h1><strong>3. Filing an unfair labour practice complaint <\/strong><\/h1>\r\n\r\n<p>On June 28, we filed an unfair labour practice complaint and have asked for an expedited hearing.<\/p>\r\n\r\n<h1><strong>4. Our urgent letter to Minister Foote <\/strong><\/h1>\r\n\r\n<p>On June 14, we <strong><a href=\"http:\/\/psacunion.ca\/phoenix-psac-responds-to-minister-foote\">sent an urgent letter to Minister Foote<\/a><\/strong> demanding her department take action. Some of our demands have already been met.<\/p>\r\n\r\n<ul><li>Rehire experienced workers into compensation and benefit jobs until the federal pay system is restored. The Minister has agreed to this.<\/li>\r\n\t<li>Appoint an <strong><a href=\"http:\/\/psacunion.ca\/phoenix-psac-responds-to-minister-foote\">independent auditor<\/a><\/strong> to examine the causes of this crisis and recommend long-term solutions. The Minister has agreed to this.<\/li>\r\n\t<li>Immediately ensure all departments have sufficient funds and human resources so that priority payments can be made to workers.<\/li>\r\n\t<li>Commit to reparations for any worker suffering financial penalties as a result of missed pay cheques.<\/li>\r\n\t<li>Make certain that employees\u2019 security clearance and reliability status is in no way affected by poor credit ratings caused by the government\u2019s failure to pay employees correctly or on time.<\/li>\r\n<\/ul><h1><strong>5. Calling for emergency payments <\/strong><\/h1>\r\n\r\n<p>We have worked closely with department officials to ensure that employees have access to emergency payments. Our experience so far is that some departments are more equipped than others. We are pressing the government to ensure all departments are prepared.<\/p>\r\n\r\n<h1><strong>6. Our online letter writing campaign <\/strong><\/h1>\r\n\r\n<p>On June 16, we launched our <strong><a href=\"http:\/\/e-activist.com\/ea-action\/action?ea.client.id=68&amp;ea.campaign.id=52142\">online letter writing campaign to Minister Judy Foote<\/a><\/strong> letting her know how the Phoenix pay system is adversely affecting you. So far, the Minister has received more than 5,000 letters.<\/p>\r\n\r\n<h1><strong>7. Call Minister Scott Brison  <\/strong><\/h1>\r\n\r\n<p>Minister Scott Brison came out in the media asking for public service workers to call him directly to share their stories. We published his number on our social media feed and received more than 70k hits. We learned he was inundated with calls.<\/p>\r\n\r\n<h1><strong>8. Red flags raised before launch of pay system <\/strong><\/h1>\r\n\r\n<p>PSAC repeatedly <strong><a href=\"http:\/\/psacunion.ca\/public-works-needs-slow-down-implementation\">warned the Liberal government<\/a> <\/strong>before the launch of the new pay system that there were serious problems and that Phoenix should not proceed. Unfortunately, our concerns went unheeded.<\/p>\r\n\r\n<h1><strong>9. Media coverage <\/strong><\/h1>\r\n\r\n<p>PSAC spokespeople have been<strong> <a href=\"https:\/\/www.google.ca\/?gfe_rd=cr&amp;ei=szeOV6LvE6uC8Qfiyq-QCQ&amp;gws_rd=ssl#q=chris+aylward,+phoenix&amp;tbm=nws\">front and center in the media<\/a> <\/strong>exposing issues with the Phoenix pay system and the pressures our members in Miramichi are facing.<\/p>\r\n\r\n<h1><strong>10. Filed grievances on behalf of Miramichi workers<\/strong><\/h1>\r\n\r\n<p>The implementation of the new Phoenix system has put excessive stress on the employees who process pay under the new system. L&#8217;AFPC <a href=\"http:\/\/syndicatafpc.ca\/atteinte-vie-privee-lafpc-demande-gouvernement\">communique avec le commissaire \u00e0 l\u2019information <\/a>et \u00e0 la protection de la vie priv\u00e9e, ainsi qu&#8217;avec le premier ministre et la ministre Foote afin de leur exprimer nos vives pr\u00e9occupations et leur demander d&#8217;agir sans d\u00e9lai.<\/p>\r\n\r\n<p>Bon nombre de nos demandes ont d\u00e9j\u00e0 \u00e9t\u00e9 satisfaites. Voici ce que nous avons accompli et ce que nous continuons de faire en votre nom.<\/p>\r\n\r\n<h1><strong>1.<\/strong><strong> Demande de d\u00e9dommagement<\/strong><\/h1>\r\n\r\n<p>Les probl\u00e8mes de paye ont eu des cons\u00e9quences financi\u00e8res sur bien des membres : frais de retard, int\u00e9r\u00eats, p\u00e9nalit\u00e9s, etc. Nous faisons actuellement pression sur le gouvernement pour qu\u2019il d\u00e9dommage les fonctionnaires touch\u00e9s et reconnaisse la situation difficile dans laquelle se trouvent les membres qui n\u2019ont pas \u00e9t\u00e9 pay\u00e9s depuis des mois.<\/p>\r\n\r\n<p>Le gouvernement n\u2019a pas offert de les d\u00e9dommager avant que l\u2019AFPC ne le demande.<\/p>\r\n\r\n<h1><strong>2. Poursuite devant les tribunaux <\/strong><\/h1>\r\n\r\n<p>En collaboration avec d\u2019autres syndicats, nous avons demand\u00e9 le 28 juin une <strong><a href=\"http:\/\/syndicatafpc.ca\/syndicats-demandent-cour-forcer-federal-payer?_ga=1.78661588.1569155096.1457102634\">ordonnance du tribunal<\/a> <\/strong>pour obliger le gouvernement f\u00e9d\u00e9ral \u00e0 respecter son obligation de verser aux fonctionnaires le salaire qui leur est d\u00fb. Nous avons demand\u00e9 une audience dans les meilleurs d\u00e9lais.<\/p>\r\n\r\n<h1><strong>3. Plainte pour pratique de travail d\u00e9loyale<\/strong><\/h1>\r\n\r\n<p>Le 28 juin, nous avons d\u00e9pos\u00e9 une plainte pour pratique de travail d\u00e9loyale et avons demand\u00e9 une audience dans les plus brefs d\u00e9lais.<\/p>\r\n\r\n<h1><strong>4. Lettre \u00e0 la ministre Foote <\/strong><\/h1>\r\n\r\n<p>Le 14 juin, <strong><a href=\"http:\/\/syndicatafpc.ca\/phenix-afpc-initiative-ministre-foote?_ga=1.241847362.1569155096.1457102634\">nous avons \u00e9crit d\u2019urgence \u00e0 la ministre Foote<\/a><\/strong> pour l\u2019exhorter \u00e0 prendre les mesures qui s\u2019imposent afin d\u2019arranger imm\u00e9diatement Ph\u00e9nix. Certaines de nos demandes ont \u00e9t\u00e9 satisfaites. En voici un aper\u00e7u :<\/p>\r\n\r\n<ul><li>R\u00e9embaucher des fonctionnaires chevronn\u00e9s \u00e0 des postes de conseillers en r\u00e9mun\u00e9ration et avantages sociaux jusqu\u2019\u00e0 ce que le syst\u00e8me de paye f\u00e9d\u00e9ral fonctionne normalement, ce que la ministre a accept\u00e9 de faire.<\/li>\r\n\t<li>Nommer un<strong> <a href=\"http:\/\/syndicatafpc.ca\/phenix-afpc-initiative-ministre-foote?_ga=1.78661588.1569155096.1457102634\">v\u00e9rificateur impartial<\/a> <\/strong>charg\u00e9 d\u2019examiner les causes de la crise et de recommander des solutions \u00e0 long terme, ce que la ministre a aussi accept\u00e9 de faire.<\/li>\r\n\t<li>S\u2019assurer que les minist\u00e8res disposent des ressources humaines et financi\u00e8res n\u00e9cessaires pour effectuer les paiements prioritaires que demandent les fonctionnaires.<\/li>\r\n\t<li>S\u2019engager \u00e0 d\u00e9dommager toutes les personnes qui ont subi des p\u00e9nalit\u00e9s financi\u00e8res.<\/li>\r\n\t<li>S\u2019assurer que la cote de s\u00e9curit\u00e9 et de fiabilit\u00e9 des fonctionnaires ne soit pas compromise par une mauvaise cote de cr\u00e9dit caus\u00e9e par les erreurs de paye.<\/li>\r\n<\/ul><h1><strong>5. Demande de paiements d\u2019urgence <\/strong><\/h1>\r\n\r\n<p>Nous avons collabor\u00e9 \u00e9troitement avec les responsables minist\u00e9riels pour que les fonctionnaires puissent toucher des paiements d\u2019urgence. Il semble que certains minist\u00e8res soient plus aptes que d\u2019autres \u00e0 le faire. Nous exhortons le gouvernement \u00e0 pr\u00e9parer tous les minist\u00e8res en cons\u00e9quence.<\/p>\r\n\r\n<h1><strong>6. Campagne de lettres <\/strong><\/h1>\r\n\r\n<p>Le 16 juin, nous avons incit\u00e9 nos membres et l\u2019ensemble des fonctionnaires f\u00e9d\u00e9raux \u00e0 <strong><a href=\"http:\/\/e-activist.com\/ea-action\/action?ea.client.id=68&amp;ea.campaign.id=52196\">\u00e9crire \u00e0 la ministre Judy Foote<\/a> <\/strong>pour lui parler des cons\u00e9quences f\u00e2cheuses du nouveau syst\u00e8me de paye. Jusqu\u2019ici, la ministre a re\u00e7u plus de 5 000 lettres.<\/p>\r\n\r\n<h1><strong>7. Appels \u00e0 Scott Brison<\/strong><\/h1>\r\n\r\n<p>Le ministre Brison a invit\u00e9 publiquement les fonctionnaires \u00e0 l\u2019appeler pour lui raconter les probl\u00e8mes qu\u2019ils ont v\u00e9cus. Nous avons affich\u00e9 son num\u00e9ro de t\u00e9l\u00e9phone dans les m\u00e9dias sociaux et cette annonce a \u00e9t\u00e9 vue plus de 70 000 fois. Apparemment, son t\u00e9l\u00e9phone n\u2019a pas d\u00e9rougi.<\/p>\r\n\r\n<h1><strong>8. Avertissements avant le lancement de Ph\u00e9nix<\/strong><\/h1>\r\n\r\n<p>Avant m\u00eame que le syst\u00e8me ne soit lanc\u00e9, l\u2019AFPC a maintes fois <strong><a href=\"http:\/\/psacunion.ca\/public-works-needs-slow-down-implementation\">averti les lib\u00e9raux<\/a><\/strong> qu\u2019il y aurait de graves probl\u00e8mes et qu\u2019il serait pr\u00e9f\u00e9rable de mettre un frein au projet. Malheureusement, le gouvernement a ignor\u00e9 nos avertissements.<\/p>\r\n\r\n<h1><strong>9. Couverture m\u00e9diatique <\/strong><\/h1>\r\n\r\n<p>Les porte-parole de l\u2019AFPC ont <strong><a href=\"https:\/\/www.google.ca\/?gfe_rd=cr&amp;ei=szeOV6LvE6uC8Qfiyq-QCQ&amp;gws_rd=ssl#tbm=nws&amp;q=chris+aylward%2C+phenix\">parl\u00e9 de long en large aux m\u00e9dias des probl\u00e8mes avec Ph\u00e9nix<\/a> <\/strong>et des pressions exerc\u00e9es sur le personnel de Miramichi.<\/p>\r\n\r\n<h1><strong>10. Grief au nom du personnel de Miramichi <\/strong><\/h1>\r\n\r\n<p>Les employ\u00e9s qui administrent la paye subissent un stress \u00e9norme depuis la mise en \u0153uvre de Ph\u00e9nix. Nous avons d\u00e9pos\u00e9 un grief de principe en raison des changements technologiques associ\u00e9s \u00e0 leur travail.<\/p>\r\n\r\n<h2><strong>Merci<\/strong><\/h2>\r\n\r\n<p>Merci encore d\u2019avoir fait votre part pour arranger le syst\u00e8me Ph\u00e9nix rapidement.
