Over the past few days, I have received various questions regarding how the recovery of dues arrears will be done by the PSAC as of the November 14, 2018 payroll.<\/span><\/p>\r\n

I have read and reviewed all the comments and examples that have been submitted to me. Following this analysis, I conclude that the corrections have been correctly\r\napplied so far.
\r\n
\r\nOn its website, the PSAC discusses this and many other issues in a section titled "PSAC Membership Dues Corrections: Frequently Asked Questions<\/b>".<\/span><\/p>\r\n

<\/span><\/p>\r\n

To help you better understand how the recovery of dues arrears will be done, I have copied below an example provided by the PSAC.<\/span><\/span><\/p>\r\n

<\/span><\/b><\/p>\r\n

Example<\/span><\/b>: A member should be paying $90 in dues per month but has\r\nbeen only paying the default dues amount of $40 per month. This has been going on for 14 months. The total amount owing is the difference of $50 x 14 months, or $700. The maximum of a year\u2019s worth of union dues at $90 x 12 months is $1,080 in dues. The amount\r\nowing in arrears is $700 ($50 x 14 months) and falls lower than the one-year equivalency worth of union dues. If the amount owing was more than $1,080, PSAC would not recover more than the $1,080 from the member.<\/span><\/p>\r\n

<\/span><\/b><\/p>\r\n

The member should see the following occur:<\/span><\/b><\/p>\r\n

<\/span><\/p>\r\n

November 14 pay: $45 in dues (half of the correct dues of $90); $90 in arrears ($610 left owing from the initial $700 owing).<\/span><\/p>\r\n

<\/span><\/p>\r\n

November 28 pay: $45 in dues (other half of correct dues of $90).<\/span><\/p>\r\n

<\/span><\/p>\r\n

December 12 pay: $45 in dues and $90 in arrears ($520 left owing).<\/span><\/p>\r\n

<\/span><\/p>\r\n

December 26 pay: $45 in dues.<\/span><\/p>\r\n

<\/span><\/p>\r\n

This process will continue until the balance of dues that are owed has been paid.<\/span><\/p>\r\n

<\/span><\/p>\r\n

As stated above, PSAC has a policy to not recover more than the value of one year\u2019s worth of union dues and will not recover the amount owing as a lump\r\nsum, unless the amount owing is less than the correct monthly dues.<\/span><\/strong>\r\n<\/span><\/p>\r\n

Members in this situation will experience an increase in their union dues as of November 14, 2018.\r\n<\/span><\/p>\r\n

If some members have any concerns regarding arrears owed,\r\n<\/span><\/b>they can fill in this online form<\/span><\/b><\/a> to request additional information.<\/span><\/b><\/span><\/span><\/p>\r\n

I hope that the above will help you better understand the process of collecting dues arrears and help you answer any questions members may have about this.

Au cours des derniers jours, j\u2019ai re\u00e7u diverses questions concernant la fa\u00e7on dont le recouvrement des arri\u00e9r\u00e9s de cotisations sera effectu\u00e9 par\r\nl\u2019AFPC \u00e0 compter de la paie du 14 novembre 2018.<\/span><\/p>\r\n

J\u2019ai lu et r\u00e9vis\u00e9 tous les commentaires et exemples qui m\u2019ont \u00e9t\u00e9 soumis. Suite \u00e0 cette analyse, je conclus que les corrections sont appliqu\u00e9es\r\ncorrectement jusqu\u2019\u00e0 pr\u00e9sent.<\/span><\/p>\r\n

Sur son site Internet, l\u2019AFPC traite de cette question et de bien d\u2019autres dans une section intitul\u00e9e : \u00ab Rajustement des cotisations syndicales : Foire\r\naux questions<\/b> \u00bb. <\/span><\/p>\r\n

Pour vous aider \u00e0 mieux comprendre la fa\u00e7on dont le recouvrement des arri\u00e9r\u00e9s de cotisations sera effectu\u00e9, j\u2019ai copi\u00e9 ci-dessous un exemple fourni\r\npar l\u2019AFPC.<\/span><\/p>\r\n

<\/span><\/p>\r\n

Exemple :<\/span><\/b>\r\nUn membre devrait payer 90 $ par mois, mais paye seulement le montant de base par d\u00e9faut de 40 $ par mois depuis 14 mois. Son arri\u00e9r\u00e9 est donc la diff\u00e9rence de 700 $ \u2014 50 $ x 14 mois, ce qui est moins que le total des cotisations qu\u2019il doit payer par ann\u00e9e,\r\nqui est de 1\u202f080 $ (90 $ X 12 mois). L\u2019AFPC r\u00e9cup\u00e9rera donc tout l\u2019arri\u00e9r\u00e9 de 700 $. Si l\u2019arri\u00e9r\u00e9 \u00e9tait de plus de 1\u202f080 $, l\u2019AFPC r\u00e9cup\u00e9rerait seulement un maximum de 1\u202f080 $.<\/span><\/p>\r\n

Pour ce membre, le recouvrement de l\u2019arri\u00e9r\u00e9 se fera comme suit :<\/span><\/b><\/span><\/p>\r\n

Paye du 14 novembre : 45 $ en cotisations (la moiti\u00e9 de la cotisation normale mensuelle de 90 $) plus 90 $ au titre\r\ndu remboursement de l\u2019arri\u00e9r\u00e9. (Il restera alors 610 $ \u00e0 rembourser sur les 700 $.)<\/span><\/p>\r\n

Paye du 28 novembre : 45 $ en cotisations (l\u2019autre moiti\u00e9 de la cotisation normale mensuelle de 90 $)<\/span><\/p>\r\n

Paye du 12 d\u00e9cembre: 45 $ en cotisations plus 90 $ au titre du remboursement de l\u2019arri\u00e9r\u00e9. (Il reste 520 $ \u00e0 rembourser.)<\/span><\/p>\r\n

Paye du 26 d\u00e9cembre : 45 $ en cotisations.<\/span><\/p>\r\n

Et ainsi de suite jusqu\u2019au remboursement complet de l\u2019arri\u00e9r\u00e9.<\/span><\/p>\r\n

Comme soulign\u00e9 pr\u00e9c\u00e9demment, l\u2019AFPC a pour politique de recouvrer un maximum de l\u2019\u00e9quivalent d\u2019une ann\u00e9e de cotisations et ne pr\u00e9l\u00e8ve pas le\r\nmontant d\u00fb d\u2019un seul coup, \u00e0 moins qu\u2019il soit inf\u00e9rieur \u00e0 la cotisation mensuelle normale.<\/span><\/b><\/p>\r\n

Les membres qui sont dans une telle situation ont effectivement un arri\u00e9r\u00e9 \u00e0 rembourser, et leurs cotisations augmenteront \u00e0 partir du 14 novembre\r\n2018.<\/span><\/span><\/p>\r\n
