It has also been clear to many that telework directives have not been applied universally or at the same speed across <\/span><span data-contrast=\"auto\" xml:lang=\"EN-GB\">departments<\/span><span data-contrast=\"auto\" xml:lang=\"EN-GB\"> and agencies in the public service. It is extremely worrying for many since this will have significant implications on their health &amp; safety, family life, and overall wellbeing.<\/span> <\/p>\r\n<\/div>\r\n\r\n<div style=\"clear:both;\">\r\n<p paraeid=\"{867c4882-64df-4c54-892b-ef45e2555cb6}{175}\" paraid=\"793993425\"><span data-contrast=\"auto\" xml:lang=\"EN-GB\">We can confirm that PSAC President Chris Aylward and the heads of other federal unions have asked Treasury Board to clarify the meaning of the term \u201ccritical service\u201d and <\/span><span data-contrast=\"auto\" xml:lang=\"EN-GB\">how managers are to make staffing decisions based on these designations. Treasury Board has agreed to address this in their upcoming directives.<\/span> <\/p>\r\n<\/div>\r\n\r\n<div style=\"clear:both;\">\r\n<p paraeid=\"{867c4882-64df-4c54-892b-ef45e2555cb6}{183}\" paraid=\"292596354\"><strong><em><span data-contrast=\"auto\" xml:lang=\"EN-GB\">Essential<\/span><\/em><span data-contrast=\"auto\" xml:lang=\"EN-GB\"> and <\/span><em><span data-contrast=\"auto\" xml:lang=\"EN-GB\">critical<\/span><\/em><span data-contrast=\"auto\" xml:lang=\"EN-GB\"><em> <\/em>are not the same thing<\/span> <\/strong><\/p>\r\n<\/div>\r\n\r\n<div style=\"clear:both;\">\r\n<p paraeid=\"{867c4882-64df-4c54-892b-ef45e2555cb6}{195}\" paraid=\"1030586482\"><span data-contrast=\"auto\" xml:lang=\"EN-GB\">The term <\/span><a href=\"https:\/\/www.canada.ca\/en\/treasury-board-secretariat\/services\/labour-management\/essential-services.html\" rel=\"noreferrer noopener\" target=\"_blank\"><span data-contrast=\"none\" xml:lang=\"EN-GB\"><span data-ccp-charstyle=\"Hyperlink\">essential services<\/span><\/span><\/a><span data-contrast=\"auto\" xml:lang=\"EN-GB\"> is meant to be used to describe which employees must continue their work in the context of collective bargaining and potential labour disruptions. Whether a worker has been designated as <\/span><span data-contrast=\"auto\" xml:lang=\"EN-GB\">essential<\/span><span data-contrast=\"auto\" xml:lang=\"EN-GB\"> in the past has no part in determining whether they must work from home or the workplace during this global pandemic.<\/span> <\/p>\r\n<\/div>\r\n\r\n<div style=\"clear:both;\">\r\n<p paraeid=\"{867c4882-64df-4c54-892b-ef45e2555cb6}{210}\" paraid=\"1761357981\"><strong><span data-contrast=\"auto\" xml:lang=\"EN-GB\">What if I disagree with my manager\u2019s decision?<\/span> <\/strong><\/p>\r\n<\/div>\r\n\r\n<div style=\"clear:both;\">\r\n<p paraeid=\"{867c4882-64df-4c54-892b-ef45e2555cb6}{216}\" paraid=\"1539945501\"><span data-contrast=\"auto\" xml:lang=\"EN-GB\">Some members have reported that they have been asked to continue their operations from their workplace but that they feel they could just as easily do the work from home.
